Technip Energies, Petrosen to Sign Local Content MoU at MSGBC Oil, Gas & Power 2022

Forming a highlight side event at West Africa’s figurehead energy forum, $16.5 billion EPC regional leader, Technip Energies, have confirmed that a MoU will be signed with national oil company la Société des Pétroles du Sénégal (Petrosen) on September 1, the 1st afternoon of the MSGBC Oil, Gas & Power Conference and Exhibition 2022.

The announcement follows recent government impetus towards the strengthening of local content accords, the latest legislative reforms coming into force as recently as February last year and Technip Energies itself signing an earlier MoU with government oil and gas backer Le Comité d’Orientation Stratégique du Pétrole et du Gaz (COS Petrogaz) in May to wide acclaim. 
 
Senegal’s revised Petroleum Code now strives towards a 50% local content ratio for its energy industry by 2030, driven by the freshly formed National Committee for Monitoring Local Content.
In May’s Technip Energies-COS Petrogaz MoU, the French multinational agreed to carry out knowledge transfer initiatives for local capacity building in technologies related to water, oil and gas treatment process engineering, onshore installations function and maintenance, along with offshore gas field management and energy transition principles. Technip Energies also stated intent to perform technical surveys of gas reserves and potential valorization thereof, in line with President H.E. Macky Sall’s 2020 Gas Code and 2025 universal electrification plans.

 Petrosen accord appears to further ratify the above actions, tying them into specific offshore projects and fields (as yet undisclosed), actively integrating local staff into Technip Energies own project teams and consulting on the Gas Master Plan itself with respect to Petrosen’s gas valorization and energy transition strategies. The 2nd MoU will also expand upon the scope of Technip Energies leading local content workshops and capacity development activities into aspects of zero carbon energy and sustainable chemistry, HSE principles and process engineering, platform types and onshore facilities, cost estimation, engineering, execution and management of Floating Production Storage and Offloading (FPSO), FLNG and LNG constructions, offshore and onshore technology development and environmental studies.
 
With a long history in the nation, Technip Energies has most recently overseen upgrades to Senegal’s Mbao SAR petroleum refinery facilities which process 1.2 million metric tons of crude oil each year, covering 75% of the nation’s demand. The company also holds the engineering, procurement and construction, installation and commissioning contract for the $4.6 Billion Greater Tortue Ahmeyim megadevelopment’s FPSO unit. Its value as a strategic ally for the Senegalese government in pursuit of local content targets cannot be overstated, bringing over 60 years’ experience across 34 countries from its privileged vantage in the sector.
 
Present at MSGBC 2022 for the MoU signing and speaking to assembled delegates at the event will be Marco Villa, COO of Technip Energies.
